Newtyle housing halted by ‘overly restrictive’ conditions

Plans for a new Angus housing development have been put on hold after the applicant raised concerns about the number of units required to be set aside as supported housing for the elderly.  At a meeting of Angus Council’s development standards committee in Forfar on Tuesday Newtyle Property Group presented plans to build 36 houses and a day care centre on a disused fuel yard in the village.

Council officials recommended the plans for approval on the condition that 19 of the houses be built as supported accommodation for those aged 65 and over. A further 17 properties would be required to be provided as affordable housing.

However, the applicant’s agent Nicola Slavin said that her client wished to hold further talks with the local authority’s social work department before signing a legal agreement committing the company to the “overly restrictive” conditions.

She said the firm feared the use of such a large proportion of the properties as supported housing for the elderly may mean there would be doubts over whether or not the project was “financially viable.”

Ms Slavin added that, while her client had “no problem signing a legal agreement” on the matter, he was surprised to be told that the supported accommodation was necessary for the development to proceed. As such she requested that the council meet the company in order to reconsider the relevant issues.

Committee convener David Lumgair deferred the application accordingly to allow discussions to take place.

The committee also heard from Richard Fawcus, who lives close to the proposed development site. He opposed the plans on a number of grounds, stating that he felt approval would set a precedent for further developments in the village, present issues in terms of road safety and amenity, and threaten the surrounding greenery.
